local plugin to set site defaults

Has anyone had success using a local plugin to set configuration defaults for a site?

Following https://docs.moodle.org/dev/Local_plugins I'm not getting the settings to be recognized.  I've tried this before with earlier versions and I'm testing now with the latest 3.1 build.

My defaults.php is attached.

It all looks right according to the docs.  Any suggestions?

OK, I partially figured it out.  I needed to put defaults.php at the root level of /local.  I had it within a plugin.

Now I think it is trying to read it as the install is now failing on the step of configuring all components.  I also saw a typo in my emoticons value -- didn't quote the entire string.  Removing that one the install now progresses and everything works as advertised.

Nevermind!
