The maintainer for MooTYper , Jaka L., has offered it up for adoption in it's Description area, https://moodle.org/plugins/mod_mootyper. I've tried emailing him with an offer to start maintaining it but haven't heard anything back from him yet. I am currently working on a 2.8 version for it.
I have also tried to contact the maintainers of Skype and Hot Question, but with no luck. Tied email and messaging again today. I've be keeping current versions for Skype available for Moodlers on github for the past year or so. This week I have also gotten Hot Question updated to work with Moodle 2.7, 2.8, and 2.9, on github.
I would like to know if there is any way for me to proceed with these three plugins?
With regards to MooTyper, I fixed your permissions there and made you the lead maintainer. You now have the full control over the plugin. You will probably want to start updating all the fields to point to correct (new) locations of the code, issues tracker etc. Also, I noticed the plugin has another maintainer Yerb Khan. Should it stay like that or should Yerb be revoked the editing and releasing rights and just stay enlisted as a contributor?
I also made you a new lead maintainer of the Hot Question module. Thanks Zhigang for your work on it.
With regards to the Skype module we should wait for ETH LET people who are current maintainers to reply. I'll try to ping them about this thread too.
Thanks for the update. As for MooTyper, right at the moment I am working in the last maintainers github, so the links should still be okay. I think I might have a new release ready sometime tomorrow...just depends on how much time I have spend on "Honey, do's" tomorrow. I know she has one shopping trip planned.

I should have a new Hot Question version ready by the weekend.
We have quite a few courses that use the Hot Question module, it's been promoted here for lecture flipping among other things.
It's great that you've adopted the module and I was wondering, as we are currently preparing for a move to Moodle 3.1, if Hot Question will work in this version of Moodle?
Sorry, I did not know of your question sooner. I've tried to make sure I'm subscribed all over Moodle, but my email still remains mostly empty.
I'm reasonably sure by now that you probably have already seen a number of releases for Hot Question as I've tried to catch it up to the current version of Moodle. I have also started adding a number of new capabilities. In fact, I just made a new release today. The best place to keep up with changes is on the plugin description page at https://moodle.org/plugins/mod_hotquestion. As I've released versions, I've tried to make sure I announce it there along with any new capabilities.
And yes, I do plan on making sure it will work with Moodle 3.1.
