Is version 3.0.0 (Build - 2015102800) compatible with PHP7?

That release has one bug that seems to show up in PHP7. So it can not be considered compatible with PHP7.
However, the current MOODLE_30_STABLE branch does contain the fix that makes it PHP7 compatible. It just hasn't been released to the plugins database yet.

Mike, are you talking about the Moodle core or about the Questionnaire plugin, which was the sense of my question.
Hi Josiah. I am talking about the questionnaire module. The release you mentioned (3.0.0 (Build - 2015102800)), has one bug in it under PHP7 that is fixed in CONTRIB-6069. That fix is implemented in the MOODLE_30_STABLE branch of questionnaire but has not been uploaded to the plugins database yet.
