Using blogs as a portfolio: publishing an item to user(s)

A few of our clients have learners in a traineeship following multiple years. During those years the learners reflect on their functioning within different organisations. During their internships they also create proofs in the form of plans or reports. The learning method that is preferred is to congregate all these documents and reflections into a portfolio so that their mentors, peers or external managers are able to (re)view them and provide feedback.

We're thinking of using the blog functionality within Moodle to provide this method as all of these documents are created outside of the scope of a course. The interaction of creating a blog item also perfectly suits the interaction required for congregating a document or writing a reflection. The only thing still missing is being able to publish a blog to a (few) selected user(s).

I propose the following idea: To enable a blog item to be published for specific users (user selection box, just like manual enrolment) or the users' contacts. For these features I created two tracker issues and I hope to start up the discussion using this topic. What do you think of the above-mentioned features?
