I have a problem with my collapsed topics , the topics collapse when editing is turned on only. May someone help me figure out what i might have happened or if there are permissions i need to set.

The course layout setting is 'one section per page'. Look in the course settings.

am using moodle 3.0.2 and I need to install Collapsed topics plugin. I have followed the process of downloading the plugin and putting it on the course/format folder in my server. once I do that I check on notifications and run the installation, but I do see the process being completed. it gives me plugins check back with status: Plugins to be installed.
Kindly assist on where I might be going wrong

And you have clicked the 'Upgrade Moodle database now' button?
Yes, I have done that but its showing blank screen.

Not quite sure what is happening with my system, I have installed another plugin and it has the same behavior with collapsed topics. gives me my URL with this at the end http://...org /admin/index.php?cache=0&confirmplugincheck=1
