I am new to moodle. I just want to know if there is any functionality to email all the participants after
1) forum addition
2) any post or reply from any user in current forum

By default, moodle sends an email of the post to all forum subscribers.
This can be changed in message settings, or to a daily digest, through various settings, but the functionality you are asking about is built into the moodle forums.

Are your users actually subscribed to that forum (possibly through forced subscription)?
Is your email setup actually working generally?
The reply wasn't aimed at trouble shooting, just at stating that moodle has the functionality that you were asking about in your OP. If you are having problems with it not working, then we probably need to know more - such as the queries above, but also Moodle version, how you have tested that email works, how the forum itself has been set up (subscription settings for example). You may then be able to get support from someone who is better able to help with the troubleshooting aspect of your issue

I have checked Subscription mode: Forced
Website's other emails are working fine.
