Hi Hiroshi,
your understanding is correct except changing or into and in your second point or, maybe a bit better:

  • A learner who starts her/his new attempt followed by other new attempts, when she/he is able to press "Start new attempt" when re-entering the SCORM Activity.

"Completes" is quite generic and could be misunderstood, technically speaking: completion here means submitting a SCORM status representing a completion (completed, passed, failed as per SCORM datamodel values), regardless being the Activity "completed", which depends on its own settings).
