How do I set activity completion defaults?

(Moodle 2.9)

In the site administration page for activity completion, I have the option to turn it off or use "activity defaults". However, I've gone through the settings pages for several activity types (via Site Administration -> Plugins -> ...), and none of them seem to list activity completion settings.

For example, I would like a way to make it so quizzes require a grade, while other activities only require a view. 

Can these be set, or are "activity defaults" built in and not changeable, so I'll just need to change them each activity instance manually when what I want doesn't match?

I brought this up a year ago in this thread.

Short answer, it cannot be done in the Moodle interface. It may be possible if you edit some code, but I have never attempted it (I have a hosted Moodle) and no one has commented on having done this. 

If you have access and can attempt this, would love to hear if it is possible.
