The course creator role is rather special in that users with the role are automatically enrolled as a teacher in courses they have created. However, they do not have teacher rights in courses they have not created. Please see the documentation Course creator role for more details.
Thus, if you want all staff to be able to manage all courses, you need to assign them the role of teacher.
