You've asked the same question multiple times for various plugins. I can understand why, but the bottom line is you are not going to get any guarantees.
If a plugin is in the official Moodle plugins database then it has been run against various coding tests and should work for a given version of Moodle - there is no guarantee it will work for the next version of Moodle or if it will be maintained in the future or even it won't conflict with another 3rd party plugin you may have installed.
It would be highly unlikely any plugin was "tested in hospitals" specifically unless it was written by someone working for a hospital.
Re RTL and QA, you really should set up a test server and as part of your workflow, test any and all updates/new plugins on the test server prior to implementing on your live server.
Probably not the answer you want ... but it's reality.
