Blocks permissions not showing !

Hi,

I'm upgrading My Moodle instance from 2.9.2+ to 3.0.2,

When trying to edit the permissions of any block it doesn't displayed as it be in Moodle 3, see attached image `upgrade.jpg`. Instead it looks like it's from previous version.

Note: when using the same code but with clean database, it works as expected see `new-install.jpg`.

Any help is appreciated.

Hi,

I thought it might be a problem in the code I'd merged, but it continues even when using the Moodle official code.

All signs lead that the problem is from the database is being upgraded! Is there anything special about this `block permissions` in the database?
