If you can install the plugin Dataform, you may accomplish this with 2 views, one for questions 1 to 9 and the second view with question 10. This will only open if all requirements are fulfilled. I haven't tried it but Itamar Tzadok (developer and maintainer of the plugin) is very supportive.

You seem to be well informed regarding Moodle feedback - resources. I would thank you very much if you can point me in the right direction regarding the following:
- "Depend values" of conditional questions in cases where the "depend item" is of type multiple choice - multiple answer.
- "Depend values" of conditional questions in multilingual cases, namely, when the tags:
<span lang="de" class="multilang">Antwort 1</span><span lang="en" class="multilang">Answer 1</span>
