This has now been fixed by me and reviewed / integrated by Moodle HQ (thanks to everybody involved), see: MDL-53029.  Please update your M2.9 / M3.0 installation to get the fix: https://git.moodle.org/gw?p=moodle.git;a=commit;h=925c6bba132f09f432f530f84b62e729e22cfd57
