Hmm... The Docs for the Feedback Module state:
"The feedback module has additional settings which may be changed by an
administrator in Administratio.n > Site administration > Plugins > Activity modules > Feedback"
However, the only option I see when there is whether or not to allow anonymous surveys on the front page. Unless there is a reason to have no ability to set defaults, maybe you can create Moodle Tracker asking to give admins the option to set defaults for this module.
* In the meantime, consider downloading the Sharing Cart plug in. Then you can create a 'template' that you'd like to base all of your Feedback modules on and save this template to your sharing cart. Then whenever you need to add a new Feedback module, just turn on the Sharing Cart block, and download the Feedback template into that course. Nice an simple! *
