We often provide feedback for ungraded or even unsubmitted assignments to our students. Since moving to 2.9, until we assign them a grade, the feedback doesn't appear in the User Report. This was working differently in 2.8, where the feedback was visible, even without a grade assigned.
Is this expected behaviour and will this be fixed back, or is there a work around to make this feedback visible?
Interestingly, if you assign a grade, the feedback comment is visible, and when you remove the grade, the comment remains visible. To me this seems to be a bug.
This happens to us as well.
We go to a student's individual grading screen and assign some feedback (before the student ever attempts the assignment), and then click Save, this feedback does NOT show up in the user report.
HOWEVER, once back at the view/grade all screen and you click "Save all Quick Grading Changes" (even though we did not enter the feedback on the quick grading screen), this pushes that feedback to the user report. This method works consistently for us on 2.8 and 3.0.
