We are using Moodle 3.0.1. I set up an assignment with a rubric as grading method. Students are able to see the rubric when they select the assignment.
As a site admin I can also see the rubric. If I login as a pure teacher without having admin capability at all, I cannot see the rubric.
Did anybody else experience this? Can someone run a test with teacher capability only and set up an assignment with a rubric? What do you see as a teacher? What do students see?

I think this has always been the case -I tried and found the same as you and for an assignment with a rubric on the School demo the teacher does not see the rubric before they go in and grade. http://school.demo.moodle.net/mod/assign/view.php?id=205 (log in with username teacher, password moodle)
Thank you for your fast response, Mary, and for the information. I learned something important about rubrics as I was not aware that this kind of different visibility of rubrics is by design. Is there a particular reason why teachers should not see what students can see at mod/assign/view?
So far I assumed that a higher capability in Moodle can at least do and see everything that a lower capability is able to do and see and I am puzzled about this exception.
I wonder if there is anything I can change in the teacher capability so that teachers will see the rubric at mod/assign/view?

I see the exact same behavior...teachers cannot see the rubric like admin and students can when they select the assignment. That capability is controlled by the Submit assignment setting for the Defined role for teacher. By default, it is not checked for teachers, non-editing teachers, and managers, like it is for students.
If you want teachers to be able to see the rubric when they select the assignment, go to Site administration > Users > Permissions > Define roles > then select Teacher. While Viewing the definition of role 'Teacher' click on the Edit button. Scroll down until you find Submit assignment, and add a checkmark to the Allow box. Scroll to the bottom of the page and click Save changes. Check and now teachers should see the rubric.
Thanks Al I have added this information to the documentation on Rubrics (direct section link here: How teachers access the rubric) I've put a caveat that of course this then means the teacher will appear in the gradebook when grading the assignment.
