Using moodle 3.0.2.
Is there a way of removing the preview icon and also changing the words "Answer the questions" without hacking the feedback module itself?

If your theme supports custom CSS, you might be able to use that to set the visibility of the preview icon to :none to hide it.
As for the text, you can use Language Customization: https://docs.moodle.org/30/en/Language_customisation to change word strings. The string you are looking for is the 'complete_the_form' string.
