I know change css mobile on webserver ( (Home► Site administration► Plugins► Web services► Mobile)), can change icon app ? and can i change image in moodle mobile app from server

not, you can't (is something you can't do in Android or iOs). You'd need to create a custom app: https://docs.moodle.org/dev/Moodle_Mobile_Customization
