Olha que curioso.
Quando seleciono o idioma preferido para "Português/Brasil" o campo "List of interests" do Perfil deixa de aparecer.
Alguém já reparou nisso?
Estou usando a versão 3.0+.

Consegui reproduzir o mesmo problema na versão Moodle 3.0 (Build: 20151116) do Moodle: http://screencast.com/t/V2ehiWuIn.
Caso você consiga encontrar a causa do problema (e quem sabe a solução), uma sugestão é criar um bug no tracker do Moodle em https://tracker.moodle.org/.

Fui cachar o erro...
E achei...
Todos os lugares que usam as TAGS não funcionam se não for inglês. Então o erro esta no formulário e não só no perfil de usuário.
Mais não achei a solução...
