Is there a way to manually position image in question. I have attached a sample question (disregard the language). What I would like to be able to do is to expand blue area so that it fully contains image and question.

If you switched this to a cloze question type you could use tables to position everything.
Is there any other way? I already have around 500 questions in four moodle categories (mostly multiple choice)?
There is something we could do in the code to ensure this does not happen, and I guess we should. I reported it: MDL-52427.
