error Writing to database when i access moodle site url

Dear All,

i am facing issue with opening URL of site. i have configured LDAP NTLM SSO and force login. when i access site url it give error "Error writing to database" consequently users are unable to login to site.

setup info;

Database: SQL server 2012 installed on separate machine

PHP 5.6

moodle: 2.9+

webserver: IIS 8


please guide me to trouble this issue

Please turn on debugging so you get more information on the error.  Post it back here.

Users are not able to login. how can I turn on debugging without login .
