I have created a three activities in moodle named as Activity 1,Activity 2 and Activity 3 for Activity 3 the user has to marked completed either Activity 1 or Activity 2 no need to complete the Activity 1 and Activity 2. is that some thing possible using 'Restrict Access' module or anyother module.

Yes, with a recent version of Moodle (this certainly works in Moodle 2.9), you can add an 'activity completion' restriction for each of the activities, then select 'Student must match *any* of the following' (instead of '*all* of the following').
