I created a Moodle Tracker Improvement Suggestion: MDL-51994

Requested: Allow teachers to set (in the Forum Settings) if a particular forum should use a plain text editor or the HTML editor.

Reasoning: Though it is possible to add or remove the ability for students to submit attachments with Forum Post in the Forum Settings, there's no way to prevent students from inserting images/audio/video directly into the HTML editor. This at times can cause a problem within the Forums (where the page breaks and the rest of the posts cannot load). I have a Moodle Partner/Host who has been able to fix this issue for me several times this year already, but It would be nice to prevent this issue in the first place by having an extra option in the Forum Settings for a text editor type (just like the option that already exists in the Quiz Module).
