The black cat detection system uses a webservice so that might have been an issue.
It is implicit, but only a person who is admin will get that upgrade prompt. You could suppress it by setting the version of the new code to the version of the old code and then incrementing it when you want the upgrade to trigger. However once you know it is only admins who will be prompted you probably won't need to do that.
