Terrible Performance Using Upload Course Tool + Restore From Template Course

Hi there,

I think this is a first time post for me. Long time trawler of the communities though.

I'm currently experiencing painfully poor performance when using the upload courses tool + restoring from template.

For one, it took me forever to figure out that I had to use the option "create new course and update existing" in order to get the template course to actually apply after creation.

I'm constantly getting a "503 Service Unavailable" page thrown back at me that says "The server is temporarily unable to service your request due to maintenance downtime or capacity problems. Please try again later."

Checking the server's stats it's not reaching even 50% CPU and barely making an impact on the RAM, so I feel like there's some other bottleneck somewhere.

This is happening when trying to upload 10 courses, and restore from a template course that is < 4mb in size.

If I leave the browser session open, it will eventually process all the courses.

Wondering whether there's something I'm missing? Any ideas on how to make this go quicker?  I'm looking at needing to be able to manage several hundred courses starting next year.

Moodle 2.8.6+ (Build: 20150612)
Hosted on Azure VM (A5 - 2CPU + 14Gb RAM) - Ubuntu 14.04/MySQL/Php 5.4.39 with Zend OPCache
