I am trying to delete Moodle Docs from this page .
I want to delete it from root, so that any of the users don't have to see this line from any moodle page.

Hello,
By default, managers, teachers and non-editing teachers have 'Moodle Docs for this page' links at the bottom of each page in Moodle.
If you don't want the links to display at all, you can edit these roles and remove the capability moodle/site:doclinks.
A second way is to delete the link http://docs.moodle.org from Site administration >Appearance> Moodle docs, so that the field is left blank.
