Hi Gary, you might want to take a look at what we are working on at Cal State: the Project/Task module and Timetracker. This already supports teams, subtasks, subteams, etc.

The code is in CVS/contrib and you can install it on a test server to see how it works.
It should be fairly easy to attach files to tasks and/or subtasks, Jeff Graham, our lead programmer on the project, has already embedded the forum module for task discussions.
It doesn't do grades yet, but Jeff has written it to be 'hookable' into other part of Moodle so adding a grades table and grade entry interface should fairly easy.
