I'm not even sure all interactive whiteboard software packages properly/consistently support .iwb files, so not sure how Moodle would cope with it - even the project's own whiteboard viewer is 'deliberately limited in functionality' and with the demise of BECTA who were originally driving it, the .iwb project itself may need some love and attention before we try to persuade anyone to come up with a plugin to display the whiteboards.
I would think of it the same way as most other files (MSOffice, Libre Office, etc) - if a file link doesn't normally open in a browser (e.g. a pdf file) then it needs the relevant software on the user computer to open it as a file there.
