Moodle version 2.8.7 (build 20150706).

When a Teacher creates an assignment activity there is an option under Notifications called "default setting for Notify students". This helpfully allows faculty to set this to 'yes' so that every students is send a notification when their assignment submission has been graded. The problem is that it's not just the grading notification that is sent. The assignment submission notification is also sent at the same time even though the assignment submission settings do not indicate that this should happen.

I have checked the Plugins > Message outputs > default message outputs and it's configured correctly.

None of the other settings here suggest that assignment submissions are set to be notified.

Hope this makes sense. Any ideas how to rectify ?
