Whether admins are enrolled or not is not relevant. Moodle always displays categories for admins. Otherwise, they would see all courses in their list since as admins they are virtually enrolled in every single course.
Users who are enrolled in any course see the list of their courses and a button to see categories (all courses). Otherwise, users would nee extra clicks to get into their courses.
