A couple of days upgraded Moodle 2.7.1+ (Build: 20140717) to Moodle 2.8.7+ (Build: 20150820).
I have moodle configured to use Spanish language (es_mx).
When I try to edit a resource (eg label) using Internet Explorer 11, the Description field is blank and does not allow updating (TinyMCE HTML editor).
Also, when the view HTML code icon is pressed <>, the popup window is blank.
Configuration where the failure occurs:
Language: Spanish - Mexico es_mx
Browser: Internet Explorer 11
Editor: TinyMCE HTML
Now, if I switch to HTML Editor Atto, no problem.
If I change the language to English no problem using TinyMCE HTML editor again.
This failure does not occur with:
Firefox 40.0.2
Google Chrome 44.0
Moodle 2.8.7+ (Build: 20150813).

I have no answer to your question but you could try to press F12 and select Error debugging in IE11 to see if there is some note about possible reason for this strange failure in IE11
