I came across this issue recently.
When you configure blocks you have the ability to add them to "this specific page" or "any page matching the above" - the above being the type Dashboard Pages (as you would expect).
It seems to me that adding to this specific page is an option that is not needed but therefore potentially confusing but I'm not completely sure I'm right. If so I could add it to the tracker as an improvement.
