I created a hidden course called "Warehouse" which is only accessible for teachers and above.  Usually staff create all materials there (or at least import them there if they put something together directly in a course).  Then if I need anything in a new course, I just import it from the Warehouse.  It's quick and easy, and you can use the topics in the warehouse course to create an index which will help you track things down.  Using the recent activity block in the course lets teachers know when new materials have been added and a forum allows for discussion about future wishes and requirements.
