I've added a 1 sentence explanation of the current behavior here in the Docs. I'm not really happy with it but I can't think of anything as concise and clear. Its the last sentence under "allow redo within an attempt."
I could have seen this being done in a variety of ways which is why I asked. My assumption was not correct. I had assumed it would work like your "how it should work". I'd vote to make those changes. The most important thought for me is that students should be willing to continue practicing past the point where they're getting it right. Over-practice is what really builds automaticity.
