Change the course aggregation method to Natural in Grades : Setup : Categories and Items. I think you'll find that this will solve all your problems. Take a look at this moodle doc : Natural weighting
Sum of grades is deprecated, ie it's going away forever, and setting up the gradebook with 'Natural' aggregation is really the way to go. I'm a big booster!
