Unable to change own password even though role has rights - Version 2.9

This is a pickle for me as I've spent some time looking for why users cannot change their own passwords. I'm talking about all users, including administrator! (my account). I cannot change my own password. I can change anyone else's though. And yes, I have the rights. 

Each role in question should have rights to change their password using the role editor (moodle/user:changeownpassword). Additionally all users have rights to edit their profiles (moodle/user:editownprofile).

I've read a lot of threads and it seems that there are some people who have reported this problem without finding any cure. So naturally I'm wondering if this is a bug. Does anyone have any advice for where I should be looking next?

Still having this problem. No user accounts can change their own passwords! The choice is not available. But the access rights are granted to all system accounts (Authenticated User, Administrator, Manager, etc). Even though access rights are granted, the form field is not rendered. 


Anyone out there have any advice other than to check the rights?
