Using ver 2.9 and trying configure Paypal enrollment. As far as I can see, the only configuration parameter requested by Moodle that identifies the merchant to Paypal is the email address set in Site administration -> Plugins -> Enrolments -> PayPal -> PayPal business email field. Is this really all that is needed by PayPal to identify who gets the moolah?
