I am assuming, you have installed Moodle on your local computer using Windows Installer?
That blank screen is usually caused by cache's getting corrupted, in order to recover from that, go into moodledata folder, you'll find two folders there "cache" and "localcache", delete them both and refresh webpage. things will start working fine with re-appearance of those two deleted folders.

Thanks for your valuable suggestion. I have deleted the two folders i.e "cache" and "localcache" from moodledata folder, but it shows another error like database error. Can you please provide me the useful link or step by step instruction so that I can proceed and learn more in an easy way?
