Sadly have come no closer to getting to the bottom of this problem.
Have been able to eliminate lots of things but not found a solution.
At the moment having to use flatfiles to import - which is annoying and not a long-term solution.
Interesting if you are having the same problems on WAMP as would eliminate the cause being at the DBMS level.
