Uploading Videos - Backing Up

I have the desktop version installed with XAMPP Control Panel. My videos won't upload, is there a reason why? Also, I setup the backup to be done each day automatically and that's not working? So I read about "Cron" but I'm not sure how to tell if it's running in the background. 


Do I need to do a traditional install for these things to work? Or are there setting on the XAMPP Control Panel to provide me the missing functionality? I have two courses build and I don't want to lose any progress if possible.

Not sure if this applies to your setup, but the default install of PHP on Ubuntu only sets


post_max_size and upload_max_filesize to 2M in php.ini
