Did the FTP complete without errors? FTP is older than me (!) and is't very reliable.
Try turning on Debugging (check config-dist.php for the lines to copy into config.php) and see if there are any additional errors or warnings.
Did you copy the new version over the top of the old (you definitely should not!)?
