The students may not enter a new discussion topic, although they have permission to do so.
Attached are screen captures of the message and the permissions for the user.
I'm confused why the student cannot create a topic when their permission for "Add a Question" is set to "Yes".
(Note: the Student is in a Group and none of the group may start a topic.)
