I think this because they don't want to add pictures to messages. Probably because of the different message outputs, eg SMS. People won't always be logged in to Moodle when they get the message. And text messages are generic to all the outputs, but images would not be so generic. I am just guessing why.
The only real way, is to put the image somewhere and link to it.
