Just updated this to incorporate the Tool Selector decision tree work that Alison Ruth did (https://dl.dropboxusercontent.com/u/423876/Moodle/Index.html)
Now has the Moodle ToolGuide as an online interactive grid that can show an additional information panel about each tool and also a Moodle ToolSelector that teachers can use to select the appropriate tool and takes them to the same 'additional information' page about the recommended tool.
Feel free to comment on anything I can/should improve, or feel free to use/reuse - I'm developing it for our own institution to include things like webconferencing and other tools within our total learning environment.
