Within our Moodle site we would like to launch SCORM activities from a page activity. We could add a SCORM activity to the course, hide it and then add the mod URL to the page activity as a hyperlink, but this seems like a messy solution.
Is there a simpler way to achieve this?

I am not aware of one, but what you suggest would not work as students could not access the hidden activity.
What you would have to do is orphan the resource so its "visible" but in a section that doesn't show, which is evern more messy.
What I mean by this is add a section to the end of your course, put the SCORM object in that section and then delete the section from your course. The section will be invisible to students, with editing on it will warn you it has been "orphaned" but the SCORM resource itself would be "visible" allowing you to link it from the page.
Personally I wouldn't ever do that but I know a lot who do.
