Is there a plugin in moodle which will help me to send out email to all the users with their username and password in the email subject.
Also I need csv import to import the users username and password to send email to a number of students at the same time.
I am using 2.6 and 2.7 version of moodle.
Could anyone please help me on this.

I don't believe there is anything like that. Honestly, it would be a terrible idea - the last thing you want to put in an email subject is a username and password! So many security issues.
If you create users via CSV though and leave the password blank, Moodle will create a password and send that to users in an email. That is probably the closest you will get.
