ELIS is a Moodle distribution by Remote Learner's that adds more business related functionality (similar to TOTARA and a couple of others). They have been kind enough to turn their code into plugins and host them on github here. So yes, open source with a commercial product if required.
There's a few different things in their repositories but for the full ELIS suite you need the following:

The official docs are here and most if not all have been copied to Moodle as per the initial link I gave (not sure how up to date they are on Moodle?).
There's a few threads running on Moodle but this post may negate any initial "gotchas" if not used to grabbing code from github. A lot of usefull functionality and I'm not sure what the minimum required is just for the initial programs questions but it certainly looks like an excellent addition to Moodle if you have the time to look into it and the requirements ... it may be overkill for some.
