If the Moodle-server uses SSL the 'wget'-command as referenced in the manual does not work correctly if the SSL-certificate is self-signed. wget contacts the server, gets the server certificate and is not able to check the certificate if it is a self signed certificate. In those cases wget does not request the page as it should. It would be good if you could add the hint that in those cases it is required to pass the additional command-line parameter '--no-check-certificate' to wget.
