In recent weeks (or months) I am sure I have seen an increase in users posting help requests in the tracker, not these forums.

MDL-50404 & MDL-50403 are just the most recent examples I have seen. (I guess you could review all the recent issues closed as not a bug.)

Can anyone think why this might be happening, or what we could do about it?

When in doubt, go to the front door. But, the front door at moodle.org just barely points to the tracker, and I think most newbies wouldn't know what "Tracker" means. Certainly, if you mouse over the Tracker link, nothing drops down or tool tips that pulls me to that place. Nothing else on the front page says Tracker to me.

I'm guessing a Google search, judging by MDL-50403's relation to MDL-49989. And then the same person reported 50404. Although, trying to keyword the scorm issue ("moodle scorm time tracking") in a Google search doesn't get me a tracker link.

So, maybe learned behavior?
