Is there away to give managers access to be able to edit:
header and footer config sections only?

Short answer NO.
Long answer you could see if you can persuade Moodle HQ to add a new setting to enable others, other than Admins, to gain access to edit themes.
Please vote for MDL-50377 if you want this to happen?
